Do I need the Evap Canister?

I replaced my entire fuel system (tank, sending unit, lines, filter, etc.) and was wondering if I really need the evap canister, what does it do? This is on a 304. Also, what are the two ports on the side of the gas tank supposed to be for? Is that where the rollover check valve goes?

The evap. is a can full of charcol medium to filter gas fumes,both from the tank ,and the carb.in my area,you can not get plates if any emission control devices have been tampered with,and depending on the year of your vehical,it may set off a check engine light.check you local laws,or leave it hooked up even better.it robs no power,and it does help emission control
