What fan? The electric one only woprks at temps the engine almost overheats. The mechanic fan has a visco clutch that wil drive the fan when hot. At a cold engine it spins freely. Drive the Jeep warm, the open the hood and give some throtle. The fan should blow your hair to a new look. If it doesn't, the clutch is probably worn or from a bad make. Buy the more expensive one. The cheap ones will only lead to dissapointment.
