vintage 1979 RM100 - stalls at low speed

Hi all, I have rebuilt this gem. I can get it to start and it idles fine. However when I give it throttle in first gear (from barely moving) it bogs. I also tried to tune the carb I thought I had it tuned ok then when I rocked the bike back and forth it stalled. I've checked the floats and they are not getting stuck, I'm thinking the float needle might be getting stuck or worn, if so how do I check? I have adjusted the float tab to .900 inch. Fuel mixture is 40:1 is that right? New air filter. Thanks for helping.
