My edelbrock #1406 with off-road kit is set at 9/32 at rest and 1.25 drop. I got a 400 hp 350, does not stall or anything. I am going to experiment with different rest heights to see which works best, for my engine, when I get some time.

Depends on what you mean by, "Too Low"...
And on what carb...

You will run lean on all counts.
If it's just, "a little low", then you will only be, "a little lean"....

Most carbs rely on the pressure that a column of fuel provides to allow the 'Jets' to flow correctly, and to keep a proper level of fuel in the mixing tubes inside the carb body.
If you make the column of fuel lighter, by lowering the float and fuel level, it will not flow through the 'jets' properly, and it will become lower in the mixing tubes also.

If you lower the floats enough the jets and emulsion tubes start drawing extra air, the mixture will become lean enough to actually do damage to the engine.
