First check all of your connections to make sure that they are on right. Make sure that the xfer case vacuum plug is snug on top.(four lines from top of case). Make sure that the ones in the engine comp. are all hooked up right. So far the setup on your shift motor seems right.
You may be getting constant vacuum to the green hose which is nuetralizing the vacuum pull from the ones on top of your shift motor.
