Rubicon Springs on a 98' TJ?

Rubicon Springs on a 98\' TJ?

My sister has a 98' TJ, and wants a bit of a lift and 31's.
I found a set of springs and shocks (less than 500mi. on them) from a new Rubicon I can get for $100.

My question is how much lift will the Rubi springs give over stock?

If she adds a 2" coil spacer kit along with the Rubi springs will we start having to mess with other things...brake lines, steering, etc..?
