power steering problem

You are not supposed to check the power steering fluid level while the engine is running. The pressure you see is from the power steering pump running the fluid through the system and returning. There should not be a lot of foaming though. Foaming means that the level is low and is mixing with air.

Allow the engine to sit off for a few hours and let all the foam settle down. Check you fluid level again. Depending on the car make, most normally take regular power steering fluid, some take Dextron ATF. Check your owners manual in the glove box if you have any questions about it.
