That is exactly what it is. I have two of them in my shed out back. The funny thing is I was kicking around the idea of hooking it up to my snorkle set up, to help with air flow to the carb. I am not sure the pros and cons of this set up but I thought it might help when the motor gets a little boggy in deep water.
