90 jeep Cherokee 4.0L renix changed step sensor and tps and o2 sensor

here is what happens start the jeep idles at 800 rpm for about 3 to 4 min with full suction on trottlebody after this suction stops and idle goes to 1400 and stays there any ideas on this seams to be reverse of what should happen.

Clean the TB, especially the idle bypass. make sure the butterfly is fully closed.

Also make sure the connector on the step motor is put om well and pins make good connection. Sometimes the holes need to be bend a bit for good connection.
