Triangle seems to be both the least expensive and best lift kit available. I'd get 'em from http://www.SuperScoutSpecialists.com
I don't think suspension lifts get any cheaper than that.. unless you're talking shackles and add-a-leaves, which, IMO, are not in the same league.
As for chrome rims.. I like 'em. Cheap, look a little nicer than white-spokers, and work fine.
