That's pretty brutal to lose a ride for crossing the road!
Here in CA, I've never seen one that wasn't registered. If it's not registered you may get the buggy impounded, a ticket, plus you might get investigated as to where you got it.
In fact, you can get a ticket for an expired reg with the buggy still on the trailer!
If you want to reg here in CA and there is no VIN#, you have go to the DMV to start paperwork, then the Highway Patrol to be checked-out. Then they will give you a new VIN#. If you want it to be street legal, then you have to deal with smog, lights, fenders, brakes, windshield, etc., but it is possible. Other states are different. Like here you can have farm equipment with no plates and drive short distances on the road, like to the feed store, in fact you don't need a drivers license! And licenced golf carts are legal on roads with a 25mph speed limit or less. I've got old people in my city at the supermarket loading groceries into their golf carts!
