Cheap and hardtops don't go together. It's a seller's market because of demand. Even if you find a used one, the shipping ain't cheap.

Carhartts maybe?

Depending on what area of the country you live in, it is best to look for one in the mid Spring/ early Summer. Right now, unless you are in a very warm climate, you are best to "tough it out" till then. Maybe some ear muffs for noise and warmth.
Unless you wanna pay up.
Expect to pay $450 and up for a decent hardtop. Anything less (in my opinon) is a steal. As long as it is in good shape.

Just buy a new soft top, unless you live were it gets like below 0, you don't need a hard top. Be a real jeeper

Jim Lou is 100% correct. Get a used factory hard top in good shape. The after-market tops are exspensive, thin (loud) and crack. My factory hard top is 23 years old and I paid $100.00 for it. Other than the paint fading, its as good as new. Check out ebay.
