I have always seen the 351W listed as 4.00 (in inches!) as bore diameter.
Doing the math, where area of a circle is pie x radius squared = 3.146 x 2 x 2 = 12.584 inches bore area.
Then taking the 12.584 x 3.5 (the stroke of a 351W) = 44.044 cubic inches, then x 8 cylinders = 352.352 cu. in.
I've always believed they called the "351's" a "351" for marketing purposes, to show "new and improved" over Ford's previous-design engine in this cubic inch class, which was the 352 (us older folks remember 289 - 352 - 390 for Fords). I know the 352 was around in '64.
Well, if that's not what you were looking for, at least you got some "boring" history! (yuk, yuk, yuk!)
