Hi there

Is there something to control the idle speed when the engine is cold when first starting? Or can you only adjust the idle of a warm engine?

There is a fast idle adjustment too.

is it the screw right next to the warm idle speed adjustment?

The one above it....it rides on the step cam that is connected to the choke.
Make sure that your heat riser is working right as well as the choke.
It's kinda rare to have to make any significant adjustments to the cold idle.
