your first adjustment would be the float level...your rebuild kit should have come with a little paper/plastic ruler, and instructions on what the level should be set at...when doing this, don't measure right at the edge of the bowl - the fuel tends to creep up just like water in a glass...i'm not sure how the carter is for doing this adjustment with the bowl cover off, but you should get it somewhat close before you install the carb...
to fill the bowl, you got it - give it a pump or two of the pedal, and turn it like normal...it may take a bit longer to start the first time, but it will go (though being a carter, you never know

when the engine is cold and you step on the pedal the first time, the choke plate should be closed completely, and the fast idle cam should engage (if it's cold in your driveway and you open the hood, the fast idle will NOT be engaged - it does this when you step on the pedal)...as soon as it starts, the choke plate will open just a little bit - i'm not sure on the carter, but follow the rebuild instructions for setting this (the kit for my 2100 had me set it with i think a 3/8 drill bit)...i don't think it matters greatly if it's a bit off - the BBD isn't exactly a piece of precision engineering...
also, while you've got it off and apart, have you seen this?
