I've got a 91' XJ that I just bought 31x11.5 SS LTB's and a winch, but I dont know the specs for buying the Lift and front locker. Anyone know where I can find out? Also is the Rusty 4.5" good or should I look at somthing else?

I would go with rubicon express for the lift, they have good stuff. call where ever youre ordering your locker from and they can help you, xjs only came with d30s up front so it aint gonna be hard.

W/O knowing where you are, what you want to do with your xj or anything about your mech skills, tools, BUDGET,etc it's kinda hard to make a decent rec.
There is a lotta info on this board about scratch built everything. If you want to follow butcher's rec- check the post "RE 6130 install".
Another thing, if I read your post right, I would drive the xj that you just got a little while to familiarize yourself with and more importantly make sure that everything functions on the vehicle as it exists now. Pay careful attention to brake pads/shoes, rotors/drums, brake wheel cylinders, front hub bearings, axle u-joints, tie rod ends, transfer case, transmission...these are a few of the things that won't come with a lift kit.

That's a good lookin xj. It looks like it already has some lift.
RE is a good product and they have decent customer service. I have about 2K miles on mine. The ride is as they say, better than stock even w/o the rear sway bar. The only differences I have noticed in highway manners is some increased road noise- RE LCA's and front sway discos don't use as many rubber bushings as the OEM stuff and I get a little more body movement/roll in high wind situations as well as tight turns. The RE quick discos are noisy- "clank, clank"- but they have worked well for me so far although I have added a small hammer to my tool kit to help with pushing the pins in when reconnecting.
Whatever you decide, order your kit from a distributor that REALLY knows XJ'S, like "FULLSIZEXJ". By doing that you can be reasonably assured that you will have everything you need for the job BEFORE you start.
