351 modified rocker arm problems

I just purchased a used 351 modified. I stripped the motor down to the block, cleaned it up, and put it back together. When it came time to tighten down the rocker arms, they were real sloppy against the push rods, and valves. My first thought was that the lifters were bad, so I replaced them, now they are even worse than what they were originally. I have had 4 or 5 of my back yard mechanic friends look at it and we are all stumped please help

how much slop are talkin about?

the majority of the valves should feel loose on the pushrods with just the pressure from the lifters spring holding the pushrod against the rocker with the exception of the valves in which the cam lobes are in the open position, now if the pushrods are falling out of position, thats too loose and in that case did you change any components?

used lifters should be bled down before tightening the rockers as to prevent piston to valve interference, you can do that in a vise with a small bolt and pump the oil out little bit at a time.
