350 tbi rebuild advice

I am looking to rebuild my tired 1990 350 tbi to get better performance and speed out of my rig as a tranny swap on my 4x4 seems to be far more expensive and extensive.

I know the 383 build up is popular and Speedbumps has one. I was wondering if this is the build to do or are there other build ups that might be worth considering?
I am hoping to get something like 260 to 300 hp and low end torque.

What do you guys think and what where would you steer me in terms of kits?
Unfortunately I am largely uneducated when in comes to engines ( I cant tell you what type of cam or rod length would do what)

I am planning on finding a good rebuild shop to do the labor and am just trying to find out what has worked in the past.

btw are most 383's carb rather then tbi? I have heard that if I go to a carb engine I will not pass emmissions. Is this true?

Sorry for all the questions. I think my engine is a 4 bolt main as it is in a 3/4 ton eight lug but as I said I am uneducated in this area especially.

you can get that kind of power without going to a 383 stroker. when you pul the gnine out have it bored over a bit and then just add a cam as you put it together. i am working on one right now that will be a 366. itsa '79 350 4-bolt bored out .080" .
as for carbed versus EFI you can build wahtever engine you want and thenget a custom burnt chip[ for about $50. and yes they can make 383 chips. i wanted to go that way, but i'd have to buy a throttle body and injectors since my current engine doesnt hjaev the oend i'd need. but yours you vcan just drop in and go.

I have called a number of shops around here and they all seem to say that you cant get a TBI to breath right and so 230 hp is all that can be done. Are people in Utah just dumb?

I called a guy in AZ that builds engines and he can build a 330Hp 410 torque crate that uses the stock computer and that he replaced the intake and uses larger heads to get around that problem. Does this sound fishy?

Below is the general spec sheet for his build. Basically am I talking to the wrong people or what would you recommend. The crate below sounds too good to be true for an emissions freindly engine and I am not sure if 3200 is a good price or not. What do you guys think? Sorry for the long post. The same guy also makes a built 350 that has 300hp and 370 torque that goes for 2400 again a supposedly plug in and go type of thing.

Chev 383/330 Hp TBI balanced crate type engine computer compatible
1987½-1995 Pickup Truck or Suburban and some Passenger Cars including Camaro and Firebird
This engine would be EXCELLENT for just about any pickup truck, suburban, blazer, 4X4, RV, or passenger car including Camaro and Firebird. This is a direct bolt in to pull out that tired 305 or 350 and bolt in some horsepower to bring that old vehicle to life with 330HP and 410ft lbs of torque. It is computer compatible and has a smooth idle, great low end and midrange power, and works well with either a manual or automatic transmission. The included Edelbrock Performer aluminum intake manifold is for TBI fuel injection only. This engine will run on leaded or unleaded pump fuel. The most power that can be made from a smallblock throttle body and injectors is 240hp. This is due to air shortages and fuel shortages.

The biggest TBI injector that was ever made was the 90lb/hr ones found in the 454SS trucks. They only support 330hp. You can't make more power if you don't have more fuel. To make that 330hp you need to either bore out and put larger butterflies in your smallblock TBI or buy a bigblock TBI.

From some of the reading I did yesdterday some people are putting on 454 intakes and throttle bodies as well as 454 injectors to get around this problem and Hot rod maganzine claims to have done this and got 310 but everyone else seems to think this cant be and I am not really sure. The builder of the engine above claimes to be making adjustment similarly but I am not sure. I'd like to make sure I am putting my money were it will count from the get go.
