The August/September issue of the 4 Wheel Parts magazine has an article that says they're made by the Cooper Tire and Rubber Co in Findlay, Ohio.

I already filed the mag in the trash, but I believe the article stated that Cooper was only one, perhaps the primary manufacturer of the ProComp.
