Has anyone encounter this? My wipers are moving in slow motion that is if they move at all. However sometimes they are fine?????? Could this be the wiper motor? I can move the wipers by hand with relative ease so I know that the system is not ceased, however I can see movement in the windshield frame at the wiper base(rust is a wonderful thing). Any suggestions?

If it's not due to the windshield frame being rusted out, a bad ground will often cause the wipers and heater fan both to go slower than normal. Try turning your headlights on and off with the wipers on and see if it affects the speed. If so, it is probably got a bad ground connection.
