Tracker Transfer case still not working

After I replaced the shifter sheet! The lever moves from 2wd to 4wd high ok but will NOT lever over and move the neutral and 4wd low shaft. The rods both move pretty easily with a screwdriver with the lever removed.

It feels like the sides of the lever are hanging up in the cuts and not moving over far enough to get into the slot on the 2nd rod, like the shift lever is too deep in the socket maybe. But there is a brand new shifter sheet in there.

Any ideas? Do I start grinding some clearance on the sides of the lever to clear the rod cutouts? That seems like a bad idea but I don't have any other right now.

best guess is the shift rails arent in the proper postion befor you are putting in the shifter. it think it should be drivers rail forward,passenger back the drivers will probably have to be moved before the passenger. just remember every thing is backwards due to the lever pivot at the shifter sheet

or move both rails forward till they are lined up with each other that should be newtral.
