89 Carb Guru needed

I am having problems with my carb and have narrowed it down to the TWSV coupler. The problem is the coupler is always supplying a 12V status even when there is no electrical load such as lights, tailights, heater, etc.
Can some one tell me what the next check point is down the line from the coupler?

Yes if you could paraphrase the instruction and send it to me that would be appreciated. Unfortunately I have the Hayes manual and it is very generalized when it comes to the carb or any form of troubleshooting on it.
