sami running to lean

I'm trying to get my sami to pass an emissions test and it is running to lean. I can't seem to get it to richen up at all. I've check for vacuum leaks and fuel pressure, but everything looks fine. Any advice is appreciated.

Wow I always had the problem of it running too rich.
First thing I would do would be replace the o2 sensor(although a faulty o2 sensor usually runs to rich)
Then go to an autoparts store and run some of that emissions stuff through it(assuming you are running all your emissions gear)
Have you replaced your PCV valve lately? Soemtimes it's clogged up and might contribute to emissions probs.
I can't think of anything else off hand.
