caster shim location in SPOA

This might sound like a silly question but........I will need to add a 3 degree shim to my front springpacks for my SPOA - I know that the fat portion faces away from the front shackles but does it matter if I locate it over or underneath the spring packs? TIA!

It has to go between the axel pad and springs (under) to tilt the axel.

I believe it has to become a "part" of the spring pack.....
