16v FSM help. Why no vaccuum from manifold???

I tested things in the wrong order (wasted a lot of time) but there is nothing going on right at the manifold!
No vaccuum at all. I am OBDII (97) could their be a sensor/switch involved? The engine runs fine, and yet the booster is getting nothing.

Does the factory service manual say anything helpful? I truly thought "this is the weekend it'll be finished" ...nope.

Myk, I appreciate the offer. Sooner or later I have got to swallow my pride and accept more help.... But I'm so close to being on the road....

Nowhere close to being truly finished.... But that's another post.
