Interior wiring questions - horn

On my 88 Sammi, I've got a Grant steering wheel with the horn button, however it doesn't work. A previous owner had installed a universal pushbutton on the dash for the horn. Coming out of the steering column at the bottem is a blue wire, just dangling there, with another blue wire to match it coming out of the harness, which is looped back into the other side of the plug its coming out of.

Is this blue wire the horn wire, or does it go to something else?

I'm trying to put the wiring back to its semi-original state, but I've got a little mess to work with.
This sammi is missing its radio which was converted over to some other aftermarket radio with speakers going everywhere. Left the speakers, pulled the stereo. Add those dangling wire to the missing theft system that somebody installed, then couldn't part with when they sold the sammi.

Why do people hack up the wires??? This is one thing that really bugs me when I buy a car.

OK, here we go . There should be a blue w/green tracer wire coming from the steering column , that goes to the horn relay. That wire gets grounded in the column at the horn switch when the button is pressed . When the blue wire is grounded , it kicks the horn relay's ground side, and puts power to the horn at the white w/green tracer wire . That's from the fsm , hope this helps.

So how can I test the horn button to see if its making contact? Measure the resistance from a ground to the end of the blue wire while pressing on it?
