98 GrandTouring Fuel Guage Probs

I have a 98 Skidoo GrandTouring that is having a strange behavior with the Fuel gauge. At idle, the guage will drop to around a 1/4 tank, but when the engine revs up the guage will show the corrrect amount of fuel. I checked the voltage at the guage and it is only 11 volts with the engine running as compared to almost 14 volts at other points I tested. I checked the wiring for the guage and the sender as best I could and didn't measure any extra resistance or shorts in any of the wires. Anyone seen this sort of thing before?? I can't figure it out.

check the wiring for bare wires. It sounds like its grounding out somewhere. Check anyspot where the wire could rub against something, this will most likely be the problem.
