Probably from the MA Dept. of Motor Vehicles and/or the State Vehicle Code. Which is a lot like finding a needle in a stack of needles.
Something like a Myer's Manx would be street legal. For the most part it has covered wheels, headlights, tailights and turn signals. There are now VW conversion kits for them to get the Manx look with a newer VW frame. Pricey though...
I used to live in MA, near Worchester (Dad is a Marine; traveled a lot). I don't believe I ever even SAW a dune buggy or railer until I came back to California (where the taxes are just as convoluted!)
