First things first,
Welcome to the site, nice to see new people signing in.
The best way to be sure the swingarm doesn't crack again, would be to buy an aftermarket swingarm, I know they can be a little expensive depending on which brand you buy, but they are pretty much all built using much better material than the stock swingarms were made out of. You might be able to have a good welding shop weld reinforcent plates that cover the problem areas on the stock swingarm, but from what I've seen (on quite a few stock Honda 250R swingarms), most stock swingarms just crack again along the new repair welds. The high beam problem is most likely a bad filament in the bulb, if the bulb is ok then your high low switch might be corroded or just worn out. Since the quad is so old, it's had a lot of time for moisture to get inside switches and corrode connections, and most likely has been switched back and forth a lot more times than the manufacturer ever thought it would be when designing the switch, but definetly check the bulb first. Good Luck, hope this helps.
