Disaster Area Driver

I am a volunteer with a disaster response team. We initially travel into disaster areas in our own vehicles. I am here to see what tips I can pick up for operating on roads that may be in an "off road" condition when we have to travel them. Hazards would include downed trees, moving and standing water, debris on the roads, icing, deep snows, torrential rains, and all of the other road and access compromises which occur during natural and man made disasters. I am hoping to learn what additional equipment is actually worth carrying in the hope of self extricating from trouble in areas were the AAA is no longer functioning and all of the auto shops are closed. The most obvious difference is the type of vehicle that we would be likely to drive in that we are not actually off road enthusiasts. Any well-intentioned advise or equipment suggestions would be welcome.
