Please Recap My Carb Understanding

Okay, I know that this has been beaten to death before, but I am still subtly confused. The answered just hasn't "clicked" yet.

When I'm driving up hill and applying throttle then transition to downhill and let up on the gas (but leave it in gear) so that the engine is compression braking, I smell a rich condition.

Now, if the engine is rich in compression braking, then that is an idle adjustment issue and not a jet issue, correct? I don't notice any smell when accelerating, but the smell of rich exhaust is almost deadly when backing off the throttle. I am also suffering from really bad milage and I'm wondering if it might help to tune it better.

Oh, I have a 304 with a MC 2100. Er, I've been told that tuning the idle requires setting the screws as I watch a tach. I have also been told something about using vacumme to adjust them.
