Anyone wanting to help, contact your local Red Cross Chapter. They have the know how to direct you where you need to be. If they say that they don't need any help, then stay home. If they need blood, then go donate. Do all you can, but make sure to do what those in charge say. Don't let yourself get out of controll and allow them to push us into confusion. You can do more good by staying home, if those in charge say to. Than if you get in the way.
Red Cross, Churches(they all do good jobs in these times), local governments, civilian air patrol units, etc..., all come to mind. I have been through 2 floods in my short 25 years, so I have some insight into what is going in emergencies. Do not get in the way.
Not that you personally would, but I have personally seen it happen.
