Rules for dmv vehicle license

Hey there, I have a question. I live in Southern California and my jeep has never been registered as a common vehicle.(it used to be a city jeep back in the day). The DMV folks say it need to be smoged and some paperwork signed before I can register it.
The problem is that some of the smog equipment is gone(Read: Rusted away!LOL) and so I don't think it will pass.

My question is:
Can I still use it on the dirt roads and in the hills? I know on public roads there's a problem, but what about on the dirt.

I don't know about CA, but around here it doesen't have to be licensed if it isn't on a public road. It should, however be "registered" in your name incase there is ever a question about who owns it. You should be able to go to the DMV and get a "Title Only" registration.

Just like everything else in Ca you have to pay a price for fun. If I am not mistaken you can register it for off road use only and pay a nominal fee with out having it smogged. The catch may be that you will have to put it on a trailer to take it where you want to run it. I do not believe you can even flat wheel tow it with out the proper tag and smog. I am not for sure on all of this but I heard a guy [email protected]#ing about all he went trough to use a no street legal CJ.
Check out the Ca DMV web page. They should have some information you could research.
