Use 4-wheel-low. If you typically yank-strap 3500+ pound Jeeps on the trail, the slow hauling of a boat up a boat ramp shouldn't be a problem, I wouldn't think.
You already know you don't want to tow it with a short wheelbase vehicle, but up and down the boatramp, and around the marina yard a little, I couldn't see a problem with it.
