A friend of mine has a street rod shop and they have a louver press. It is a big electric/hydraulic press that you can fit a hood on. They have dies for 2"-6" wide louvers, and some that have nipples in the middle for a different style. They will strip the paint, lay out the lines and start punching away. Pretty net thing to watch, sucks to sand around them though. They did a metal tonneau cover once with 500 louvers in it, took a lot of time sanding that one.
