stock locker on a CJ?

I was doing rear brakes on my CJ over the weekend and I noticed that the both sides drum/axle did not spin as free as I was accustomed to on my previous vehicles. I was always told to adjust the brakes until the drum spins about one and a half turns. The axles had some drag in them which prevented this, and in fact I had to put the Jeep in nuetral to spin the axles. Assuming there's nothing wrong with the rear, would a traction control unit cause the extra tension?

What do you mean 1.5 turns? How can you spin the axle if it's not in neutral?

The axles will have some drag in them, it's inherent to the Model 20. With both the rear tires off the ground, spin one of them (in neutral), if the other moves in the opposite direction, you have an open diff. If it spins in the same direction, you have some sort of LSD.

I thought you were supposed to adjust the brakes so the wheel has no free spin? How much should we tighten them?

Years ago when I worked in a garage I was told (with the wheels off) to put the drum on and spin it, adjusting the brakes till it spun about one and a half turns. What causes the drag in this particular rear?
