I was always told to adjust the brakes until the drum spins about one and a half turns. The axles had some drag in them which prevented this, and in fact I had to put the Jeep in nuetral to spin the axles.
What do you mean 1.5 turns? How can you spin the axle if it's not in neutral?
The axles will have some drag in them, it's inherent to the Model 20. With both the rear tires off the ground, spin one of them (in neutral), if the other moves in the opposite direction, you have an open diff. If it spins in the same direction, you have some sort of LSD.
