ABS issues on my \'91 XJ (O-SWB-T)

Hi all, I've been having a really wierd problem since I bought my '91 Limited. The spedo kinda' comes and goes,and I figured it may just be a speed sensor on the trans. Recently I've noticed that at a stop light or in a parking lot with my foot on the brake and NOT moving, the ABS pump runs and my spedo will rise to 25-45 mph. I've done all the quick checks; ABS relays and fuses, connectors pluged in, brakes are bled, etc, but it won't go away. The brakes also seem to pump irratically when I am almost at a stop.

Is there a seperate computer for the ABS or is it tied into the "body" computer? Is this something I can diagnose and fix or should I just bite the bullet and drop it off at my friendly Jeep dealer to drag me across the coals? I am (was) an ASE certified wrench from a CP dealer years ago so I do have knowledge and ability, just not on this particular subject.
