EZ-Locker Installation

I purchased an EZ-Locker second hand and of course the instructions didn't come with the thing. However, I did find some instructions on the net.
Here is my question, It came with two washer looking things that look like they could fit in the end of the cap that the C clip gets encased with. However, it looks like the axle shaft extends all the way out to the end of the Cap thing. Should I be using these things? Has anyone else installed one of these things?
