Smoking Carberator

I have installed headers and a Weber carb. I have also done the nutter computer bypass. Therefore, I have no oxygen sensor and EGR recircs. I have been having problems trying to set the carb properly. The jeep was running, but it was running extremely rich because I had black smoke out of my exhaust. Then I was studying the emissions layout and I discovered that the carberator bowl ventline which is hooked up to the evaporator canister is shut off during normal operation. How I was running it for the time being because I do not have a evaporator canister was it was being vented to atmosphere. Today, I plugged the ventline and I could not get the jeep to stay running. Also, when I installed the carborater I hooked up the vacuum advance line for the distributor to the side of the Weber carborater and plugged the old connection. Is that a problem? Also, what does it mean by a ported vacuum?
Any help would be greatly appreciated.
