Weber stalls on hills

Went wheeling yesterday and am still stalling out in the inclines and steep hills
I have a Weber 32/36 and someone mentioned that fuel reg.
would solve my prob.
Is this right?
Something about 3.5 PSI?
I could get this from Summit

HEI, 32/36, Centerforce,
Rear Scout 44, locked and geared, etc...

I had this problem with my 84 CJ=7, and my Weber 38. I tried the Napa regulator, and didn't see much, if any improvement. What I finally did was to lower the floats slightly, maybe 1/8-1/4 of an inch, by bending the float tab. Now I am able to keep my engine running on ANY incline, and I can keep up with fuel injected jeeps now!
