AMC304 - 351cfm, or 600cfm w/smaller jets

I have a std. AMC 304 and have the following options (without buying a new carb.): 1.: The 2 barrel MC2150 351cfm on a 2 barrel intake manifold or... 2.: The 4 barrel 2nd vacuum Holley 4 barrel 600cfm - probably with reduced main jets. What's the best option in terms of low rev. torque and reliability? I suspect that a 600cfm carb. would be too big even if I reduce the main jet size. I do have noticed that the recomended cfm size is between 320 to 400cfm. My aim is to get high torque at low rev. Is the 600cfm with reduced main jets too big?
