is it possible

to replace a wheel cylinder and brakepads without pulling the hub i have a 82 cj with a model 20

By wheel cylinder I assume you mean the brake cylinder?

In any case...obsolutly.....the only reason to pull the hub is to change R&P gears or replace a bearing....or hub.

Yep, completely doable. I am not sure why some manuals say to remove the hub, it is tight getting the wheel cylinder in and out but not hard to do.
