Starting problems

I have an 83 CJ that won't start on its own. It cranks over fine but wont fire up. I have to put starter fluid in the carb in order for it to fire up. After it starts up it runs perfectly. But if it sits for a couple of hours, I have to put more starter fluid in order for it to start. What could be causing this? Fuel Filter maybe? Any help would be appreciated.

Pull the fuel filter and crank the engine and see if the fuel pump is pumping fuel.

After it's been sitting - look down the carb while you open the throttle - ignition OFF!
You should see the accelerator pump giving a squirt of fuel down the inside.
Fuel can be in the bowl, but not get squirted in.
