Fuel regulator on a 99 explorer?? anyone??

Ok... I've got a conglomeration of parts on my CJ5. Ford 5.0, with the upper intake and plenum from a '99 Explorer (assorted mustang, and crown vic parts too). I realize it's not the ideal situation. It's running RICH. I'm getting 75 lbs of fuel pressure constantly. So I'm guessing it's the fuel regulator on the fuel rails. But I was hoping some one could give me an idea of how this system is SUPPOSED to work. I'm just throwing darts, and hoping to find the answer.

When I had the crown vic intake and plenum, the fuel rails had a return line. But when I switched to the Explorer intake, there was no return line.

How do these two systems function?

So... any additional information you could throw my way would be appreciated. I know I'm posting a WIDE OPEN question. But I'm just hoping to gain some knowledge, or at least start a discussion. And in the mean time, sort out my problem.
