OT - Emissions question

My father-in-law has a 1984 Buick Regal Limited with 36K original miles. He just failed the AZ emissions test. It was very close. Here are the results in grams/mile.

HC 1.49 allowable 2.4 Pass
CO 28.38 allowable 20.00 Fail
NOX 1.64 allowable 3.50 Pass

Any ideas on how to make it pass?

This I know, having had my CA.smog license since 1978!
As you may already know HC(hydrocarbons)in the exhaust is raw unburned fuel; CO(carbon monoxide) is a byproduct of combustion; and NOX(nitrusoxides,laughing gas) is a product of the temp. involved in combustion.
now on to your blem; make sure you have a cleeaann! air filter,(not a fram, cause although they filter great, they are very restrictive(imho).
fresh premium in the tank,
and drive the old girl hard for a few miles, change the oil
make sure the carb is clean,
and that the diverter valve is working. and make sure the catalytic converter doesn't cool off when tested , the car must be hot!

In addition to what Swansonoldcj had to say. I know it's an old wives tale but I have used it, and had luck with it. Run a bunch of HEET in the tank purely for the test; it's alcohol it burns a little hotter but much cleaner. Like I said only for the test I know people that have had to run their tank dry and pour in a case of HEET to beat the nazis uh...I mean pass emissions. NAPA also has a product called gaurrenty passor something like that available up here. Pretty much the same thing but with oil additve as well I believe.
