Whistles while it works

I purchased an '84 CJ-7 with a Howell TBI already installed. It wouldn't idle worht beans. Acted like a vacuum leak. Searched for days with carb cleader and WD-40(phew). After rewiring and correctly plumbing the vacuum lines (thank you Howell Engine Development for a down-loadable installation manual) it runs like a top. However it makes a whistling noise at low RPM and/or under heavy load. Cannot find vacuum leak. Replaced both base and adaptor gaskets. Replaced all vacuum lines and "T's". Wistle appears to come from TBI itself. Has anyone had any experience with this?

I've heard that some after market base plates for YJ TBIs whistle. Could this be similar?

1. The TBI to Adapter,
2. And Adapter to Manifold.
3. My guess is that the adapter to TBI is leaking,
4. It's a common problem,
5. With my Howell I had to goop the heck outta it.
6. The other problem may be the IAC motor.
7. Remove it, and examine the pintle and it's seat.
8. Both must be clean, or the Jeep won't idle.
9. Also take a look at the EGR.
10. It's got to be sealed...
11. I don't run mine, and it's plugged off.
12. Spray some Carb Cleaner around the gaskets,
13. If the RPM changes, it's sucked in the cleaner,
14. And you've found your leak.
15. Have you pulled the ECM codes?
16. Have you flipped into Road Test mode and watched the SES Lamp?

Pulled TBI and adaptor and re-gooped them. Runs and idles great but still wistles. If I unplug ported vacuum it stops. Unplug unported vacuum it remains. Sound seems to be from within TBI. Any ideas?

I've ridden in newer Jeeps with those "airbox" eliminator tubes and cone filters that whistle like a turbo. Any chance you've got something similar?

Naw. It's just a straight GM/Howell TBI conversion.
