95 TBI Vehicle Speed Sensor - Needed or not?

I am gathering parts for my '95 350 TBI. The donor truck had a standard tranny. I am putting it with a 700r. A guy at Howell said I don't need one. Other people say I do. I guess this sensor leans out the mixture at highway speeds. Does anyone know for sure that I don't need one. They cost $85.00, I don't want to get one unless I need one for the engine to run properly.

1. The 50 State Legal Howell kit comes with it's own VSS.
2. If you get the 49 State Legal kit,
