Weber open fuel bowl???

I'm rebuilding and rejetting my 32/36 in the hopes finally replacing the carter. I was replacing the power valve when i noticed a thin section of metal about .25in by 1in that seemed to be pluging a rectangular hole of the same dimensions. The hole is directly inbetween the power valve and the air corrector jets lie. If this hole were to be exposed you would be able to see the fuel in the bowl. Is this the same as any of yours? Would this be what causes the empty bowl after sitting? The idea of an open bowl when wheeling doesn't really set me at ease. Anybody run across this too?
