4.0 swap and check engine light

Ok, I've got another check engine light question. When I put the 4.0 head and EFI on my CJ, I put a small cel in my dash. I'ts never worked. The light is good, I just took it out and tested it. The power conection from the computer and the ground conection seems to be good. Will the cel only blink if there is a problem, or should it come on when I turn on the key until the motor starts, and should it come on if the engine dies? I've tried the on/off 3x trick, but it still doesn't work. It's the only mystery left for me to figure out on the swap!

One side of the light is switched power, the p.c.m. controlls the ground.

Ah, that explains it! I've got both wires grounded! I need to put the other wire of the ligt to switched power like on one of my gauges!

Yep, that got it going, although now it won't shut off. I did the test and it show 33 and 76. I think this is what it shows, I tested it 3 times and came up with close, but different numbers each time (I just can't cout that fast!) That means that the air cond. relay is not working (33 - no big deal, no way to fix without a/c) and that my fuel pump resistor bypass relay is not working (76). How do I fix the later and could this be why I have had such bad trouble with my fuel pumps?
