There is something wrong with a cable in your neighborhood somewhere (either the one to your house or the main trunk)
If there is a cut in the weatherprrof outer jacket, moisture gets inside. The inner conductors aren't waterproof, so current flows through the moisture.
You need to contact the phone company and have them fix it. I had the same issue a couple of years ago, and they had to replace a portion of the main underground cable for our street.
